Why won't my modem connect at top speed?
Connection speed is not always a good indication of the speed of data flow. Throughput is the best indicator when comparing lines. Measure this by the amount of time required to transfer a file. Also, consider these guidelines:
With 33.6K modems, the highest possible connection speed is 33.6K. With average line quality connection speeds are typically 28.8K and 26.4K.
With 56K modems, the highest possible connection speed is 53K. With average line quality connection speeds are typically 42K downstream and 26.4K upstream.
Adaptive pulse code modulation (ADPCM) in any part of the link will prevent 56K operation.
AT&T's TrueVoiceTM service prevents 56K operation.
Extremely long distances to the central office can affect the ability to make 56K connections.
Digital phone systems - on your end - can prevent 56K connections. Sometimes you can find digital phone systems that can also handle analog calls in hotels and large corporations.
International connections that introduce conversions between u-law and A-law prevent 56K operation.
To maximize modem speeds:
Flash upgrade your modem to the latest V.90 revision.
Have your telco check the lines for excessive noise.
Try another access number so the phone company routes your call through different switches
